Council votes 37-0 to help the Red Door Shelter continue to serve homeless families. (No Fords present.)

Meanwhile, Toronto City Council meets for a fourth day. 18 items left on their agenda.

Seems to be a last-ditch effort to derail taxicab industry reform by Mammoliti. He wants to debate the enactment of the bill.

Attempt by Minnan-Wong to call the question and avoid another taxi reform debate doesn't get two-thirds support needed to pass.

And so Mammoliti is trying to rehash the taxi debate. He's worried city will get sued. Here's the legal threat: https://www.toronto.ca/legdocs/mmis/2014/bl/comm/communicationfile-48003.pdf (PDF)

Mammoliti now asking about scenario in which "a traditional wife has stayed home in a traditional sense" has her taxicab driver husband die.

Mammoliti wants to know if, in that scenario, a license would be passed on to the wife.

John Parker, chairing this part of the meeting, is angrier than I've ever seen him. Which means he is moderately angry.

Mammoliti's attempt to refer the taxi industry reform bills and delay implementation fails 7-27. http://t.co/uofHKUlmj3

And after another 27-7 vote, taxicab reform bills are passed and declared as bylaws. So that's that. http://t.co/6wx9mbFwO0

Newly-elected MPP Peter Milczyn walks in to standing ovation, hugs. "Speech!" say some councillors. And he gives one! Delightful.
