Non-silverlight stream for #TOCouncil is here: http://video.rogerstv.com/Toronto_City_Council

Ford's response to @kristynwongtam re: a TO Olympic bid. "I welcome the opportunity to correct the misunderstanding." http://www.toronto.ca/legdocs/mmis/2011/ia/bgrd/backgroundfile-41068.pdf

Video: @m_layton talks about his dad, Jack Layton, at #TOCouncil this morning. http://youtu.be/glAPycOGkYA

Port Lands item gets moved to this afternoon. They're waiting for a staff report on the consensus. #CodeBlueTO #TOCouncil

Oh good, Mammoliti brings up the incident where @Janet_Davis was kicked out of a Civic Appointments meeting.

Voting 'No' on a Perruzza speaking extension: Davis, Del Grande, Kelly, Mammoliti, McMahon, Minnan-Wong, Shiner, Thompson. Bipartisan!

.@shelleycarroll: "Consider me the prophet of doom!" #TOCouncil

This debate is mostly dull, but it is concerning that Pasternak and Mammoliti feel so strongly that this procedural change must be made.

Details of the consensus strategy for the Lower Don lands & Port Lands are here: http://www.toronto.ca/legdocs/mmis/2011/cc/bgrd/backgroundfile-41080.pdf?utm_source=&utm_medium=&utm_campaign= #CodeBlueTO

New consensus has fairly limited role for TPLC, essentially providing input. Waterfront Toronto remains the lead. #CodeBlueTO

.@DavidHains has it right: Supp report seems to (mostly) be a veiled deferral motion. #CodeBlueTO

Lunch Break

If I'm speculating right, three solid weeks of #CodeBlueTO activism work will conclude with a short debate and a unanimous council vote.

Milczyn speaks on the Port Lands: moves recommendation on supplementary staff report, deletion of exec committee recommendations. #TOCouncil

Everyone is very careful to call this a 'consensus', not a 'compromise.' Wonder what side insisted on that.

Doug Ford, who once called Waterfront Toronto a giant boondoggle, stares straight ahead as Milczyn talks about how great they are.

Milczyn gives a half-hearted defence of Doug Ford, then Nunziata cuts him off. Applause!

"Rules apply to everyone," Nunziata jokes, because she knows they don't always.

The power dynamics behind this consensus are interesting, to say the least.

.@mary_margaret32 speaks on the Port Lands. She played a significant role in winning this battle. #TOCouncil

Adam Vaughan and Doug Ford appear to be plotting something together. They just shook hands enthusiastically. #TOCouncil

Cho thanks @JayeRobinson and @CouncillorMB, for speaking up. (Also Stintz.) Praises their courage.

Councillor Vaughan grinning, thanks Waterfront Toronto. "The results are there. They're there now." #TOCouncil

.@JayeRobinson thanks "landlocked Ward 25" for their emails and phone calls on this issue. She supports naturalization of the Don #TOCouncil

Aw, this debate would have gone on for 12 hours and involved angry arguments if not for this meddling bipartisanship.

Mammoliti's thumb is up. In the gallery, #CodeBlueTO's thumbs are up. Vote passes 45 in favour. #TOCouncil #CodeBlueTO.

Mammoliti yells at Vaughan, accusing him of "creating a story for tomorrow" by talking to people in the press gallery.

Sure would be embarrassing to totally bungle a civic appointment process.

I've got video of the end of @PaulaFletcher30's speech, the vote, and the applause on the Port Lands today. http://fordfortoronto.mattelliott.ca/2011/09/21/port-lands-victory/ #TOcouncil

You can break an election promise. You can pull out of a signed deal. But you can never go back on a pinky swear.

Lunch Break

23 votes, 26 votes, 27 votes. Council got way closer to a 2/3s majority vote on these referrals than I would have expected.

Does anyone know when the Civic Appointments Committee interviewed candidates? Was it over the summer? No one is saying. #TOCouncil

I can't decide if this #TOCouncil debate is tediously dull or rife with subtle political intrigue and drama.

Holyday demands Vaughan explains why he ran against a gay woman, if he likes inclusivity and stuff.

.@JamesPasternak looks to be approaching the end of his rope with this whole process.

Adam Vaughan and Shelley Carroll have found a fun way to bring this episode from Rob Ford history into the debate: http://torontoist.com/2009/02/the_robby_ford_picture_show/

McConnell points out that, given the whole "Diversity Our Strength" thing, a slate of white & male appointees is troubling.

Nunziata says that a lot of the incumbents who interviewed for board positions were bad.

Nunziata: "I'll tell you why @Janet_Davis was asked to leave!" "She called committee members idiots!" #TOCouncil

Nunziata accuses Mary Fragedakis of taking marching orders from other councillors via her cell phone during appointment process. #TOCouncil

Everyone is yelling! Yelling! Points! Of! Order! Also! Personal! Privilege!

Nunziata is "sick and tired of these insults and the garbage members of councillors have said over the past day."

"I think you went off script," someone heckles at Nunziata as she finishes her rage-speech.

Consider this a preemptive request for Motions & Votes from the CAC item, @TorontoCouncil.

Here's the vote breakdown on the Vaughan motion. A divided #TOCouncil. http://twitpic.com/6oyc50

Point of interest: Councillor Lee seems to be rather consistently voting against the Ford side on these items.

It looks like Toronto will finally get our two free public health nurses. Let's hope they're awesome. #TOCouncil

Public health nurse item passes 39-1. (Moeser opposed.) "All's well that ends well," says Filion. "That's a bit theatrical," adds McConnell.

Righteousness, yelling, cellphones. This video of Frances Nunziata speaking at #TOCouncil tonight sums up a lot. http://youtu.be/0mB2-KjYoME
